Because you can't enable ebt_ulog and ebt_log at the same time.

All of the ULOG targets are obsolete, but are kept around for
compatability.

It's problematic when these things are all built statically into
the kernel, but I don't think the answer is to prevent them from
being built statically either.

Perhaps if one is built statically, we should prevent it's
counterpart from being built at all.
