Have a look at the file 'snmplib/snmp_logging.c', around line 440.
There should be a block of code headed
case 'n':
which talks about disabling all logging,
and registers a NETSNMP_LOGHANDLER_NONE handler.
This code (or something similar) should disable all logging output.
