I think only in the solution task. It seems reasonable to fail on an empty file. The other possiblity is to add yet another attribute and make it configurable.

follow up : VS.NET does indeed just skip zero byte resx files.

Now the question is : should we only skip zero-byte files in the <solution>
task or also in the compiler tasks (csc, vbc, ...) ?

I also think that this never worked;

Just for test purposes, some time ago I tried to
process empty resx files... without success.

Do you think we should skip zero byte resx files ? Or should we only skip
them in the <solution> task to match the behaviour of VS.NET ? What does
VS.NET do with empty resx files ? Does it skip them or does it replace

them

with a valid empty resource file, and still define them as manifest
resources ?
