Do you think we should skip zero byte resx files ?  Or should we only skip
them in the <solution> task to match the behaviour of VS.NET ? What does
VS.NET do with empty resx files ? Does it skip them or does it replace them
with a valid empty resource file, and still define them as manifest
resources ?
