Why not? As I mentioned, there are many reasons why fully-anonymous
rooms can be usefull or needed. And most of them are not to do illegal
things.
E.g. think about rooms where people could search help whithout having to
fear that their identity will be revealed (or is tracable). E.g.
granting fully anonymity is needed for many social projects.
So fully anonymous rooms where the real JID doesn't leave the server can
have their uses.
I don't know why they got removed from the XEP, but if nobody wants to
support them, they should be removed completly from the XEP.
