Ideally, when the firsthost receives a join from a user at another
domain, it will check to see if that domain has a MUC service that
supports (open) distribution. Then this can happen automatically.
However, some MUC services might require prior agreement ("peering")
before sharing rooms.
This sounds good to me.
2) The implementation can chose to send error in (Example15) only to
clients that are known (i.e. via capabilities ) to support
distributemuc. Otherwise for old clients receiving an error could be
misleading.

This proposal is still quite rough so more feedback would be great.
