Hi, few of my thougths.
1) How are peerhosts chosen by the firsthost? Are they wired in the firsthost configuration or dynamically chosen depending on the joining users? I.e. peerhosts can be chosen if the users asking to join the MUC are hosted by servers supporting distributed MUC.
2) The implementation can chose to send error in (Example15) only to clients that are known (i.e. via capabilities ) to support distributemuc. Otherwise for old clients receiving an error could be misleading.
