Mozilla Documentation Project re-org

Dawn was long gone. IO is gone. dunno about Rudman or Robin. The project 
<http://www.mozilla.org/docs/mdp/> needs new baby sitters.

nominating Neil Marshall <neil.marshall at sympatico.ca> and R.J. Keller 
<rlk at trfenv.com> as new project leaders. Also proposing that they be 
permenant staff members at Mozilla Foundation.

Also proposing some sort of coordination with mozfr and MozillaPL, two 
most active language projects.
