While not the same as being asked but as existing thing it may be useful for Pontoon users - source file contain comments/localization notes that sometimes help a lot. You can check them on https://github.com/splewako/mozilla-l10n-en/blame/master/firefox/en.xliff and as a bonus, you can also easily find more information about it via commit message/pull request/bmo bug on the left.
