Ok here are my questions:

 

1.     How long is the Microsoft & Maltese Government agreement binding for?

This Agreement is not binding and covers up till 2013.

 

2. Is the Maltese Government bound to use Microsoft software only in certain departments? If so, which software? Which departments?

I think you have misunderstood the scope of the agreement. This agreement is not about licensing, but collaboration on initiatives related to the professional development of the local education community, innovation in schools and projects with students.

 

3. Does any part of the agreement effect school syllabi? If so, how?

No, the agreement does not affect the curriculum.

 

4. Explicitly, according to the agreement, is the Government barred from using open-source software and Microsoft-alternatives in ANY way? If so, how.

Of course not.

 

5. Which entity within the Maltese Government has co-signed the agreement with MIcrosoft?

The DQSE within the Ministry for Education, Culture, Youth and Sport

 

6. Who is our government contact point regarding the agreement?

As per Answer 5.
