That is really an OpenBSD issue, not an OpenSMTPD issue.

In the official tarball we provide, you have the man pages for our tools
and they get installed as they should. The fact that OpenBSD has two MTA
coexisting and that ours is not the default (yet) is not something which
we will fix at the OpenSMTPD level (by renaming man pages for example).

Yes, our main repository is not the OpenBSD tree but a private git which
we regularly synchronize on github and OpenBSD.
