Could it be due to the installurl ? Really ? In any case,
pkg_add or sysupgrade is usually a matter of a few/dozen
minutes at most on my systems.
I experience similar issues from time to time when using a Swiss mirror
(https://mirror.ungleich.ch/mirror/openbsd/). After switching to
ftp.eu.openbsd.org (in Norway), I have not had an issue.
And I setup a local mirror for the installation and patches, it's only
about 13G for 7.8, 7.9 and snapshots (and only amd64 and aarch64).
But I have not investigated too much and blamed it on the ungleich.ch's
mirror since ftp.eu works well.
TL;DR: try another mirror or maybe cdn.openbsd.org?

This is an oddity I have ran into at times, which I believe
comes from the system's close proximity to the edges of the Universe
rather than any major defect in the software, since in my experience
wiping the install with a new one from the same media and having set
similar install parameters usually kicks out the malfunction after
one re-install or two.
I am all ears if someone has another explanation for this.
Note that I have changed the default /etc/installurl
to https://ftp.fr.openbsd.org/pub/OpenBSD
