OK, with regards to instant commons and being the only source, they are
referring to foreign sources like commons. If you need further sources
configuration gets a little more complex.

Instant Commons is already a question in the installer, setting it true by
default would have a significant resource impact on the WMF, and cause a
lot of surprises with the current user base.

by default [[wikipedia:de:Test]] works for liking to dewiki or any
wikipedia.
