As with every heuristic, YMMV.

 * Schools may have foreign-language classes and partnerships with schools in 
corresponding countries.

language when they're immigrants. Unless
   you know every user of your mail service and can be reasonably sure that

Of course, every filtering strategy can be considered "wrong" or "unreasonable" as soon as it creates false positives. I have yet to encounter a filtering strategy (with the possible exemption of the "null-filter") that is guaranteed to create no false positives. You need a working process for dealing with false positives.
