S3150 and S3140 are both volume (emails per hour) throttling.

Unsure if we're talking about the same thing here, but we have a recurring 
nightmare with S3150 listings across a number of servers.

The reason for the listings always remains a mystery (these are not bulk 
mailers, don't appear on any public blocklists, and show fine in SNDS). MS 
delist upon request, but then re-list again within a few weeks - repeat ad 
infinitum...
