[mailop] Comcast FBL Signup Error

Does the Comcast feedback loop signup page work? I was looking to sign 
up but it's unclear if this is one of those permanent temporary error 
situations or not.

I'm getting "This service is currently unavailable. Please refresh the 
page or try again later." from https://feedback.comcast.net/
