Maybe if blacklist operators responded intelligently and timely, this
mailop list wouldn't be so cluttered with requests to contact those
blacklist operators.

But as it is, the "official" means of contacting a blacklist operator and
requesting removal is just a front-facing, obligatory form or email address
that usually gets inundated with spam and stupid requests, and legitimate
requests get lost.  The "real" means of contacting a blacklist operator is
through mailop.
