Yes, around the same time we started observing significant increase in bounces. Not confined only to Outlook, but all Microsoft-owned domains – Hotmail, Live etc. It doesn’t seem to be related to char encoding -- at least in our case. All customer emails with a particular sender domain are rejected with DKIM fail reason as noted in this thread. But the email is clearly not DKIM or DMARC align failure case! Definitely the impact is huge! (sigh) Mostly sounds like Microsoft rolled out some change during that time and did not implement DKIM fail or DMARC align check properly. -Thiyaga-
