This means human subscribers are intentionally BCCing the list, or
robots aren't providing the addresee headers.

>From the list's point of view, the safest thing to do is say "don't do
that" or "fix the robot".  If there is a reason for that behavior,
then go ahead and set those member addresses to "accept" instead of
"default processing", as Mark explains.
