Two things to try. Rebuild database and trash preferences for Internet and OE.
To rebuild database, hold option key when launching. Try typical rebuild first.
Neither worked. I tried rebuilding the database and it said "rebuilding failed" and gave me the same error code. Also says "it's likely that your database cannot be repaired."
I've tried downloading OE three times now, it keeps coming up with the same problem each time. Anyone have any other ideas?
