Error Messge 4361 trying to open OE

I have been trying to install and use OE 5.0.6 on my Mac, a G4 
running system 9.2, and in spite of restarting with extensions off, 
zapping the PRAM, rebuilding the desktop and everything else, 
whenever I try to open OE I get this message:

"An error occurred while launching. An unknown (4361) error occurred"

Anyone have a clue what's up with this? I was usine OE before on my 
other G4 and had no trouble.
