There’s no such thing as “MPEG-3”.  (There’s MPEG-1, MPEG-2, and MPEG-4 - but 
not a “MPEG-3”.)

Perhaps you’re referring to “MP3” - which is an audio (not video) codec.  The 
name “MP3” is a shorthand for “MPEG-1 or MPEG-2, layer 3”.  But yes, we 
implement the RTP payload format for this audio codec (as defined by RFC 2250).
