I have RTP packets contains video with MPEG-3 codec type.can we decode that
video and play using VLC or any media player?

I’m not sure what you mean by ‘supporting’ a codec. The “LIVE555 Streaming
Media” software doesn’t include any codec (i.e., audio or video encoding or
decoding) software.
But if you’re asking whether our software implements the ***RTP payload
formats*** for each of these codecs, then a quick look at the software will
tell you that the answer is “yes”.
