Trying to setup my printer again I set the ip address of my Lexmark Prevail
Pro 705 on the printers panel controls to a local address on my lan If I
try to ping that address, there's no response it says host unreachable Of
course the reason I'm trying to ping is cause this command:

CUPS_DEBUG_LEVEL=2 /usr/lib/cups/backend/snmp 2>&1 | tee snmp.log

failed to find the printer

this command also failed to find the printer at the local ip

snmpwalk -Cc -v 1 -c public 192.168.15.5 | tee snmpwalk.log
Timeout: No Response from 192.168.15.5

So then how shall I proceed and also why is CUPS so whacked out Am I
supposed to guess whether my printers uri is ipp://192.168.15.5 or
ipp://192.168.15.5/queue I could spend a whole day trying different
possibilities how am I supposed to get this to a science so i know the
right path to printer?
