Apply the conversions to the data in a new helper function (apply_conv_on_vec) while file position handling and argument validation stay in the original function. Rename function to prov_vec (from do_proc_vec). This is a prep commit to isolate the logic that needs to change to prevent partial sysctl vector writes. No functional change intended
