Ubuntu only provides a basic mingw cross compiler. But abe is primarily useful for building linux crosses, which is a complex process involving multiple glibc and gcc builds to resolve interdependencies between them. Your target is aarch64-none-elf, which is much simpler to build cross. It would not be hard to do this build directly without abe. First you build and install binutils. Then you drop the newlib sources into gcc, and build and install gcc with the same --prefix used when configuring binutils.
