Not that strange.
If you take into account the number of open source icq clients 
that exist out there, it isn't really strange to find a new one
that supports mostly everything the others support.
I haven't read the code, but if I were to code a new client, I would
look on other people's code to see how things work, and of course, give
credit to everyone involved.
If someone has already dismantled the protocol, why have the same work
again?
