Yes, I have this problem a lot of the time. It's usually with only one ICQ server. The way they have their servers setup is that the DNS name login.icq.com is load balanced to distribute the connections to many different servers. Occasionaly I find one server I can't connect to, so I just simply log off and log on and check that the DNS name is resolved to another IP. Just keep doing that and you'll eventually hit a server that is up and running. As to why this happens... maybe when a server goes the DNS isn't updated immediately.
