I have not been aware of any limitations of connections per IP.  My only 
suggestion is checking http://aim.aol.com for an FAQ or something about this 
question.  ICQ uses the same protocol as AIM, more or less.

I haven't had any problems connecting ever, except the occasional rate limit 
exceeded error.
