This could be a lot of things but I think it is more Logitech related than LibreOffice. On the problematic Intel mac I encountered the shaking mouse pointer, the SSD had been exchanged resulting in the odd (right to repair anybody) situation, that the mac refused to update its firmware. Being stuck on outdated firmware is a big no no. I assume your M1 mac is on the latest firmware?
