Mike, thank you for that. It works, with the exception that for my expected
behavior Ctrl-Down should remain at "To Next Paragraph" in order to send the
cursor to the start of the next para no matter where the cursor is in the
current para. The asymmetry between the two commands is regrettable, but that's
what it takes to achieve the action I'm looking for, which I believe provides
the most natural work flow, and which I believe should be the default
configuration. Thanks once again.
