In Writer:

View > Toolbars > Drawing Object Properties. That toolbar is context dependent,
but you need to enable it once.

Draw your objects. Mark them together. From the "Drawing Object Properties"
toolbar open the tool "Align Objects" and click on "Top", for example. All
objects will align to the same top line as the object which is at most top
position of them.

In Draw/Impress you can use in addition the snap lines which you can drag from
the ruler.

Why do you put so many people in CC? I thing, if they are interested, they will
do it themselves.

Please ask on forum or mailing list, how to do things in LibreOffice. A feature
might exists but in a different way than you expect.
