I am aware of that.  But isn't row height determined by adding an allowance for
ascenders and descenders to the font size?

Are you sure about that?  In your earlier response you wrote "The only way to
modify that value, as I know, is modifying the size of the font in 'Default'
cell style."  The Row Height help text says "Default Value Adjusts the row
height to the size based on the default template."  That implies the default
value can be modified by changing the row height in the default template. 
Since row height is calculated from the font size that seems a reasonable way
to adjust the row height default value.

If the Row Height Default value is, in fact, hard coded as .18" the help text
should reflect that.  It should say "Default Value Resets the row height to
.18"."  That would have saved me the time I spent trying to make it work
according to my interpretation and filing this bug report.

The Optimal Row Height dialog box has its own "Default value" checkbox which
seems to work as expected.  You can increase the height by adding an entry in
the "Add" field.  Checking the "Default value" box changes the "Add" field to
zero.  Adding an entry to the "Add" field clears the "Default value" box.

You can reach the help text that needs to be changed by opening a Row Height
dialog box and clicking the "Help" button.
