There is a case of "an empty paragraph with to-paragraph attached image". But there may also be a case of "a non-empty paragraph with to-paragraph attached image"; and even both cases with to-character attached image. Should to-paragraph case be treated the same irrespective of textual content? Should to-character cases be treated differently? 2. Should the positioning of the images (below/above the paragraph itself) be taken into account? 3. What should be the new anchoring be? To A1 of the table?
