Description:
Whenever I install LibreOffice for Windows either from scratch or upgrading an
existing installation, the installation process can take anywhere from 30-90
minutes, varying each time. Monitoring resource usage via Process Explorer
often shows long periods of no resource activity, specifically no cpu or i/o
usage at all. This happens on a fresh Windows 11 installation, or even on a
machine that's been used for years. Built-in Windows Antivirus real-time
protection is always disabled during install - but this happens with or without
AV disabled.

Steps to Reproduce:
Download latest installation from LibreOffice website and execute.

Actual Results:
Installation duration takes a very long time

Expected Results:
Installation should be under 15 minutes.
