You cycle through these modes with short cut Shift+F3 in Writer. Besides that, you can customize your LibreOffice (menu Tools > Customize) and assign the short cut you want. You find the commands as "UPPERCASE" and "lowercase". I think we need no default short cut for the individual commands.
