The UNO is presented via a translated tooltip in addition to the "Function" description listed in the UI. So one has to be mindful of the translation effort in whole, in addition to considering UI locale while assessing the suitability of a "Function" description. Additionally there are l10n efforts to provide translations of Help and User Guide articles for most of these commands. The l10n effort across the UI and locales is considerable--we certainly respond to complaints from translators for difficult concepts, but in general the descriptions are worked up in technical English--no different than the Source code comments, Help articles, or User Guides. We don't needlessly torture contributors to code grammar perfect localizations. The vast majority of commands are fully obvious with the descriptions provided, and we expect a user doing customization will assign and test actual command functions to *grok* its use. Nothing is gained by localized churn in the descriptions, and the UNO commands will generally not be changed. So, => NAB.
