It's changing the test-suite, the script that checks pkg-config's usage of popt, not the internal popt itself. The test case should pass regardless of whether pkg-config is linked against a system popt or the internal one. I think it may point to a flawed popt shipped with pkg-config, or a flawed compilation of it.
