I think the double-sided arrow shows when you drag a window border to resize it. That's not what is needed here. The easiest way is to click/hold left button in the title bar and drag to the edge. When the pointer gets to the edge, the new quarter-size window outline will appear. Now release the mouse button. That should do it, unless your distro does its own thing instead of allowing KDE to work the way it should. I'm using Mint 12 KDE version, but openSuse works too. After I get the new window, I'm able to drag to resize in the usual way, click/hold on any border, and it stays at the new size when I release the mouse. When you drag your new window, does it just do its own thing when you release the button?
