Works here (installed into /usr, shows Ukrainian help after pressing
F1, Mageia 1.0, KDE 4.6.5).
What is the installation path in your system? Are the other KDE docs
shown correctly?

Yes, it's OK here too when installed into /usr, but not when
in /usr/local.
The other KDE docs are OK, but they're from packages and installed by
default into /usr.
