  Can not wake on LAN via Realtek SFP moudule.

  bf7154ffb1c65 r8169: set EEE speed down ratio to 1

  [Test]
  1. On the machine with Realtek SFP module, enable Wake-On-Lan
     $ sudo ethtool --change <your interface name> wol g
  2. To power on the machine from remote
     $ wakeonlan -i <ip address> <MAC address>

  [Where problems could occur]
  This patch reduce the value of EEE speed down ratio. From the commit message, 
it may only affect the power consumption a little bit.
