Thanks for reporting this. Since, there are quite a number of kernels in
between, I need to couple things to find the change causing this.

1) Can you submit system information like you did, except this time with
the working kernel (6.8.0-63) instead.

2) Can you try the hwe kernel and let us know if the issue is solved by that 
(sudo apt install linux-generic-hwe-24.04). 
I am trying to understand if this issue is specific to realtek devices and it 
seems 6.14 didn't receive any major updates since 6.8
