I faced the problem in kernel 6.x.x.79 (it seems like 6.0.8.79? I forgot). Then I checked `apt upgrade` and got kernel 6.14 today and tried it, but the problem was not solved. As in the previous case, I tried through a bootable drive and downgraded to the base kernel.

However, ethtool shows the link speed as 1 Gbps and full duplex. When I switch back to the base (older) kernel, everything returns to normal and I can reach the full 200 Mbps speed again.
