Title:
mlx5_core VF passthrough does not work on linux-
  image-6.8.0-64-lowlatency but works on linux-image-6.8.0-51-lowlatency

Status in linux-lowlatency package in Ubuntu:
  Triaged

Bug description:
  mlx5_core VF passthrough not working.

  - linux-image-6.8.0-64-lowlatency does NOT work
  - linux-image-6.8.0-51-lowlatency is OK

Passthrough a GPU is working on both of the above kernels, just mlx5
VFs are affected in my case.

Software: libvirtd, qemu-kvm, stock driver (MLNX_OFED uninstalled)

  apparmor disabled
