[Fix] The issue has been fixed in 6.12.13/6.13, and after bisect the first bad commit on the stable kernel is f488b53b54435 drm/amd/display: Reduce accessing remote DPCD overhead [Test] 1. Plug dock the the machine 2. Plug 2 4k@60hz monitors on the dock, and both monitor should work as expected. [Where problems could occur] It reduces the necessity of calling dp_get_link_current_set_bw(). The worst case of this may be it doesn't re-caculate the bandwidth when needed and doesn't enable DSC which may reduce the external monitor's resolution or the framerate.
