Thank you for taking the time to open this bug report.

Did anything change in the last couple of days on your computer before
this started happening? Did you install any new hardware, or update any
packages/software?

Did you perhaps update the kernel in the last couple of days? If so, do
you know the previous version you were running?

Something has changed if this is only being hit now, and it might help
tracking down the root cause if we know what has changed.

Title:
kworker consumes 100% CPU and machine is unusable after an Ethernet
  link down/up event

Status in linux-signed-hwe-6.8 package in Ubuntu:
  New

Bug description:
I have got a somewhat unstable internet connection since years. So far
it didn't caused extra problems, but since 1-2 days (I cannot tell
exactly) I have a strange and annoying experience. I can even simulate
this 100% by unplugging the ethernet cable and then plugging it back.
At the time of the 'link up' event after the link down, kworker (I
assume this is a kernel thread) starts to consume 100% of CPU, and the
machine goes so slow, that I cannot even start a program, even opening
a new terminal takes minutes. Only reboot helps (even the reboot is
problematic, I need to use sysreq keys to it "by force"), the fan of
the computer starts to spin wildly. Meanwhile in kernel log:
