I am glad that 6.8.0-39 fixes the issue for your.

Unfortunately, there is not enough info for us to determine the root
cause of this issue.

You can refer to the changelog for the noble kernel to see a list of
changes that where included between the failing kernel and the working
kernel.

Here is a link to the changelog for the latest noble (6.8.0-44.44) kernel:

It should contain all of the changes in the different kernel versions.

Title:
  Ubuntu 24.04 LTS kernel 6.8.0-35 fails to boot up and get stuck at
  efi stub measured initrd data into pcr 9

Status in linux package in Ubuntu:
  Invalid

Bug description:
  From our observation this issue is specific to certain server platform on 
which we found 6.8.0-35/36 exhibits the same failure symptom, seems like 
6.8.0-39 works. On other server platforms 6.8.0-35/36/39 all boot up fine. 
  We'd like to understand the root cause so we can know if the problem lies in 
specific server platform or in 6.8.0-35/36 kernel. 
  Please refer to the screenshot for the exact screen where the system gets 
stuck indefinitely.
