After a reboot, my NIC has status and activity leds working, mii-tool
reports link status and speed, but ethtool reports unknown speed and
duplex and 'ip link' reports status DOWN.

I have no connectivity and cannot use the interface at all.

Booting the system using Debian stable, works. The NIC also works in
Windows 10.

I observed that Debian kernel 5.10 loads the firmware file
rtl_nic/rtl8168e-3.fw, while ubuntu doesn't even attempt to (or does not
report back)
