Yes yes, disabling power management was the first thing I tried.

I've seen every single forum discussion about this issue (lots of them)
and tried everything short of compiling custom software. The Fedora
discussion (https://bugzilla.redhat.com/show_bug.cgi?id=1846802) is
particularly dense. It ends with "Won't fix".
