Bug description:
  The following instruction set are extension to AVX512 on Intel's Xeon and 
Xeon Phi processors:
  • avx512_vpopcntdq - Vector instruction for counting bit population in dwords 
and qwords vector elements.

  We will detect the features in CPUID:eax=7:ecx=0->ecx[14].

  The patches that introduce the new flag were merged in maintainers trees:
